Salish Olympic Law PLLC is a dedicated law firm based in Lacey, Washington, serving clients across Thurston and Grays Harbor Counties. MEET THE ATTORNEY

DENNIS B. CYGAN

Dennis Cygan (pronounced See-gan) was born in St. Paul, MN and raised in Hampton, VA. He joined United States Air Force at the age of eighteen and served throughout the world, including tours in South Korea, Germany, and Iraq. Dennis moved to Idaho in 2010 for school and has remained in Idaho and Washington ever since. Before starting his own law firm in 2023, Dennis obtained his legal experience as follows: Intern Prosecutor in Twin Falls County, ID; an Intern Public Defender in Latah County, ID; and as an attorney for Desmond Law Group, P.S., Olympia, WA.

As a Veteran, Dennis knows the impact of service and communication. The ability to communicate is a valued skill in advocating for others. A good advocate needs to communicate in a language that is understood. Dennis’ diverse background has given him the uncanny ability to communicate with anyone. This skill, combined with legal experience, allows Dennis to educate the Court, the Jury, and those needing representation about how the law applies to issues that are important to people. Legal issues involve people. Dennis’ devotion to serve and communicate with people sets him apart.


When Dennis is not advocating for others, he enjoys spending time with his family, woodworking, cooking, and watching baseball and hockey games. He is an avid fan of the Chicago Cubs and Seattle Kraken.

  • Reunified hundreds of families separated by the child welfare system
  • Achieved dozens of acquittals in criminal defense matters

Xitlaly Ramirez

Xitlaly Ramirez headshot

Xitlaly, pronounced see-tlah-lee, is born and raised in Washington state. She was born in Tacoma and raised in the Olympia area for most of her life; graduating from North Thurston High School. Xitlaly learned she had an interest for law when she attended South Puget Sound Community College, but proceeded to be influenced by the medical field instead. Destiny has brought her back to law and she is determined to pursue it further. She is driven to help and advocate for the people in her community. Her main goal is to help make a difference and impact those that are in need when going through a tough time.


Xitlaly grew up around musicians and was a musician herself, making music one of her main passions. In her free time, she enjoys a relaxing day with a good book or getting her hands on anything artsy. Xitlaly really enjoys cooking and baking and loves trying new recipes when she gets the chance. She also loves spending time with her family, her other half and her baby and will take a day spent with them over anything else.


Xitlaly is fluent in Spanish and English, making her biliteracy a helpful tool in the work for the attorney and other staff in the office.

Frank Wilson

Franklin was born and raised in the mid-west flat lands of Kansas. He moved to Washington in 1993, to be closer to his father who was stationed at Ft. Lewis McCord. While living in Kansas, Franklin worked in the customer service department of Blue Cross and Blue Sheild assisting members with understanding their medical insurance coverage.


When Franklin moved to Washington State, he was hired by the Washington State Department of Social & Health Services processing medical claims and insurance billing. After accepting a promotion, he transferred to the Washington State Insurance Commission Office as a Compliance Officers investigating consumer complaints filed against insurance companies licensed to operate in Washington State. He was part of the compliance team that worked on the major Prudential Class Action Lawsuit surrounding supplemental insurance plans for seniors of 65 years of age.


In December of 1999, Franklin left state government and was hired by a private attorney as a paralegal and investigator to assist in juvenile defense cases. In August of 2000, Franklin filed with the State of Washington to open Triple F’s Investigation, a licensed Private Investigation Agency pursuant to RCW 18.165.


In 2012, Franklin graduated from Evergreen State College with a BA, focusing on pre-law studies. He has provided paralegal and investigative services to licensed attorneys throughout Washington State for the past 25 years. 


Franklin started working with Dennis’ team in June of 2024, and continues to provide paralegal and investigative services.
